So last night at the chouette ...
My opponent rolled a precision die onto its corner. Not an unusual
occurrence. Dice are cocked ... re-roll. However, in this case after 2
seconds, the die fell from its cocked position. There was movement in the
room but no noticeable shaking of the table but who knows. So, is there a
time period for cocked dice?
The tournament rules are no help:
4.2 VALID ROLLS. Both dice must leave the cup before either die
contacts the board; otherwise they must be rerolled. Both dice must
come to rest flat on the playing surface to the right of the bar;
otherwise they are "cocked" and must be rerolled. In the event of
dispute, a player who rerolls prior to receiving acknowledgment from
his opponent that the dice are cocked will be at a disadvantage.

I've always taken the position that when the die stops movement for long
enough to not be a balk in baseball, it is cocked. Obviously if the
opponent agrees, there is no issue. But if you say "cocked" and then it
falls over before your opponent agrees, then what? I would make the case
that as long as the opponent concedes the fact of the discernable stop, it
is cocked at that moment -- particularly because the first die's value was
known and we should not have to guess whether anyone breathed heavy to make
it tip over.

If a die comes to rest and it isn't flat, it is cocked. When it stops
moving (comes to rest) it when you determine if it is flat. If it stops
moving and is on its corner, it is cocked. There is no "time limit"
required.

The "discernable stop" I spoke of is the means of recognizing that the die
has "come to rest". But it is now crystal clear what the ruling must be.
