Moving checkers before you roll

I'm pretty sure that there is no rule specific against this, and never
really thought about it much either way. I know we're all used to seeing
checker shuffling on checker plays, but I guess some people may do it
when contemplating a double. This kind of action probably is pretty
rare.
Stepan didn't move the checkers off their points, he was just sliding
them up vertically to see the resulting bearoff position.
If someone really starts moving checkers from one point to the other or
taking them off the board, you should be able to stop that, as you then
have to exert the added effort to insure that the 'take back' returns in
the original position.

What about straightening misaligned checkers? What about folks who touch
or slightly slide checkers when counting? I don't have a problem with
either of these actions.
I do have a problem with someone physically "shifting" checkers for a
relative count, rather than doing a "mental shift". I would certainly
not allow that without a director ruling (and I think I know what that
ruling would be!).

There is a related action which is easier to describe as an exmple:
I put a horizontal stack no more than five checkers high. After that I
stack in the vertical direction (e.g. 6th checker on a point rests on
top of the first -- i.e. closest to the outside of the board).
I've had many opponents, before making a cube decision or roll,
reposition the checkers horizontally, i.e. 6th (and larger, if
applicable). Sometimes after they count/contemplate the position they
then leave the checkers stretched out (horizontally) rather than
restacking the way I had them.
