Premature shaking

Is it rude to shake the dice before the opponent has finished the move?

There isn't a rule about it, but it's obviously courteous not to shake
while the other player is thinking. It's making noise while the other
player is thinking, and it has a connotation of 'hurry up'.  If I have a
player that starts doing this repetitively, I ask him to stop.

Most, um, premature shakers don't do it to be annoying.  They don't all
do it annoyingly.  And not everyone always finds it annoying.  But in a
particular match, it might reasonably annoy you, and if it does, by all
means ask Opponent 'to desist.'
