5.3 TIME EXPIRATION. A player who exhausts his reserve time before he
can validly claim the match is declared the loser.
Jim runs out of time, but he thinks that he is in a position where he can
validly claim the match. I am called to make a ruling. I will allow his
opponent, Steve to call the rolls for both himself and for Jim. Jim must
demonstrate that there is no way for him to lose the match. If this is the
case, I will declare Jim (the player who ran out of time) the match winner.
In practice, this is an extremely rare occurrence. But concessions are not
that rare. I think a concession passage would be a good addition to the
Oct. 2007 Clock Rules.
