Rerolling cocked dice too quickly

Danny Kleinman will address this dispute in the next issue of Chicago
Point:
#1. At double match point, my opponent was on the bar and threw the
dice. One stopped quickly flat on the board, showing a 5. The second
started spinning on various checkers for a quite long time. Before it
had stopped, my opponent picked up both dice and wanted to throw them
again, certain the second die would come to rest on top of a checker
(cocked). Following his action, an argument ensued.

The opp. isn't supposed to interfere with his own roll. My ruling would
allow the offended player to decide between:
a) the 5 stands, and the 2nd die is rerolled, or
b) both dice are rerolled.

The new issue of Chicago Point is already out. Kleinman's ruling on #1
says:
> The remedy is for the die that had already landed legally to stand,
> and for the opponent to designate a number of his choosing for the die
> that was lifted improperly.
This seems clearly wrong to me, because if the 5 had happened to be a
good number for the roller, and he wasn't sure whether the other die
would be cocked, he could then ensure that the 5 stood by snatching up
the dice.
When my dice are cocked, I always say "cocked" out loud before reaching
for them. This gives my opponent a chance to object before I destroy the
evidence.
